If ypu own multiple properties, THEY decide what gets paid, not what the money order says, no office, no way to get a receipt. Nothing but a scam of good ole boys. work off the honor system as they break ca public utilities laws. And no this is NOT an HoA. Refuse to call back to provide any documentation. Definitely getting the county and then the state involved
